Campaigns cannot be set up for the following: CBD, tobacco, drugs, illegal products or services, adult products or services, gambling, banking, finance, mortgages, loans, high-interest financial services, dangerous products or services, suspended accounts, or non-profit ad grant accounts.
If Google disapproves ads citing malicious software or links on your website, this is a website-side issue beyond the scope of campaign setup.
